The WA Health guide behind Perth meth testing
Western Australia has its own reference document. WA Health first published its Guide for Testing and Remediation of Meth and Illicit Drug Residues in Residential Properties in 2023 and revised it in 2026. It is written for the companies that test and clean homes in WA, and it calls itself the primary reference for illicit drug assessment in the state.
The guide adopts the national figure. 0.5 µg/100 cm² is the residential indoor-surface investigation level for methylamphetamine in the Australian Government's Clandestine Drug Laboratory Remediation Guidelines (2011). A result above it triggers further investigation or remediation. It is not a line between safe and unsafe, and WA applies it whether the residue came from smoking or manufacture. Our guide to the 0.5 level explains how results sit against it.
WA Health's page on clandestine drug labs says contamination from making meth can stay on walls, floors, furniture and curtains long after occupants move out. If not properly cleaned, it may pose health risks to future occupants, particularly pregnant women and children. A residue report is not a medical assessment. This is general information, not legal advice.
Smoking or manufacture in a Perth home
WA has a stated starting point on where residue comes from. After its Methylamphetamine Smoke House Research Report, WA Health adopted a policy that meth found in a home is reasonably assumed to come from smoking unless there is evidence of manufacture.
No single result on its own shows that a home was a drug lab, and no level classifies a property. Where manufacture is in question, the report sets out what the evidence can and cannot support. See questioning a meth result if a finding is disputed. This is general information, not legal advice.
Council notices and re-testing before Perth tenants return
Local governments in WA can direct an owner to deal with a drug-contaminated home. The 2026 guide says they do this through notices under the Health (Miscellaneous Provisions) Act 1911 or the Public Health Act 2016. If a notice has arrived, send it with your enquiry so the scope answers what the notice asks.
WA Health's advice to local government sets the order. Test the home, clean it if residues exceed health investigation levels, then re-test it before anyone else moves in. The guide asks that this validation round is done by a qualified provider independent of the remediation company, with final clearance before reoccupation. Test Australia does not clean, so it can do the first round and the validation round without a conflict. This is general information, not legal advice.
Perth rentals, bonds and where disputes go
On 1 October 2025 Consumer Protection warned landlords and property managers that failing to have a rental cleaned, maintained or repaired before new tenants move in may breach WA tenancy laws. The warning was about general condition and repairs, not drug residue specifically. A dated laboratory record at changeover gives both sides the same facts.
WA does not send these matters to a tribunal. Tenancy claims, such as unpaid repair reimbursements, go to the Magistrates Court. Under reforms announced on 30 March 2026, the Commissioner for Consumer Protection now decides most bond disputes where all parties live in WA. Either party can appeal to the Magistrates Court within seven days. Whether a tribunal, court or insurer relies on a report is a decision for them. Our landlord guide and tenant guide cover the wider picture. This is general information, not legal advice.
Common Perth meth testing requests
Common requests include:
- a buyer who wants measured results before the contract goes unconditional (see the buyer's guide)
- a property manager getting a home back after a tenancy that raised concerns (see testing for property managers)
- an owner who has received a council notice
- an owner who needs the validation round after a clean done by another company
- a buyer on a FIFO roster who can arrange access through the agent while away
If a car, ute or caravan is part of the same question, ask about vehicle meth testing in Perth as well. For drugs other than meth, see drug residue testing in Perth.
Sampling and analysis behind a Perth meth report
Test Australia's suitably qualified occupational hygienists collect discrete wipe samples under chain of custody. Analysis is by LC-MS/MS following NIOSH Method 9111 at a NATA-accredited laboratory. Test Australia itself is not NATA-accredited. Each result is reported against the location it came from. Reports are available within 5 business days of the laboratory results being received.
A home kit is a presumptive screen at a 0.5 µg/100 cm² cut-off. It is not laboratory analysis, it does not measure a concentration, and a positive or unclear result needs laboratory testing. The national meth testing page and our note on NIOSH 9111 explain the method. You can also read about what NATA accreditation covers and the types of assessment work Test Australia does.
How a Perth meth job moves from enquiry to report
- Tell us the WA context. Send the Perth address, the type of home and why you need the result, such as a purchase, a changeover, a council notice or a validation round. Attach any notice or earlier report.
- Approve a written scope. You receive a written fee proposal that sets out the rooms in scope and the purpose of the round. The visit is booked once you accept it in writing.
- Arrange access. The owner, agent or someone you nominate lets Test Australia in. You do not need to be there, which suits buyers who work away.
- Sampling and laboratory analysis. Wipe samples travel under chain of custody to a NATA-accredited laboratory for LC-MS/MS analysis following NIOSH Method 9111.
- Read the signed report. Each result is set against the national investigation level that WA Health adopts, with the limits of the work stated plainly.
Perth meth testing questions
Which level does WA Health use for meth residue in Perth homes?
WA Health's guide adopts the national health investigation level of 0.5 µg/100 cm² from the 2011 Clandestine Drug Laboratory Remediation Guidelines. It applies whether residue came from smoking or manufacture. Going over it prompts further investigation or remediation. It does not label a home as clean or contaminated on its own.
Does WA assume a Perth house with meth residue was a drug lab?
No. Following its Smoke House Research Report, WA Health's policy is that meth found in a home is reasonably assumed to come from smoking unless there is evidence of manufacture. A report sets out the results and what they can and cannot support. No single figure shows manufacture. This is general information, not legal advice.
Why should the Perth tester be a different company from the cleaner?
WA Health's 2026 guide recommends that the testing or validation entity is different from the company doing the remediation. Test Australia only tests and reports. It does not clean, recommend cleaners or take referral income, so the before and after rounds are measured by someone with no stake in the clean.
Can a Perth council make me deal with a meth-affected home?
WA Health's guide says local governments can direct owners through notices under the Health (Miscellaneous Provisions) Act 1911 or the Public Health Act 2016. Send any notice with your enquiry so the scope matches it. The council's environmental health officer remains the contact for what it requires. This is general information, not legal advice.
Where do Perth tenancy disputes about meth residue get heard?
In WA, tenancy claims such as unpaid repair costs go to the Magistrates Court, not a tribunal. Under reforms announced on 30 March 2026, the Commissioner for Consumer Protection now decides most bond disputes where all parties live in WA. Either party can appeal to the Magistrates Court within seven days. This is general information, not legal advice.
Who analyses meth samples from a Perth property?
A NATA-accredited laboratory analyses the wipe samples by LC-MS/MS following NIOSH Method 9111. Test Australia itself is not NATA-accredited. Its suitably qualified occupational hygienists collect the samples in Perth and keep the chain of custody record, and the laboratory's findings are included with the signed report you receive.
How long after Perth sampling does the meth report arrive?
Reports are available within 5 business days of the laboratory results being received. Timing before that depends on when the samples reach the laboratory. If a settlement date, council deadline or new tenancy is close, say so when you enquire so the visit can be planned around it.
Is a home meth kit enough for a Perth purchase?
A kit is a presumptive screen at a 0.5 µg/100 cm² cut-off. It gives no measured figure, and it is not laboratory analysis. For a purchase where money depends on the answer, laboratory testing gives measured results by location. A positive or unclear kit result should always be followed by laboratory testing. See how home kits work.
