ACT rules that shape a Canberra test
Clause 54 of the ACT standard residential tenancy terms requires the lessor to make sure a rental is fit for habitation and reasonably clean when the tenancy begins. Clause 86 lets either the lessor or the tenant end the tenancy by written notice if the premises are not fit for habitation. Rental disputes are heard by the ACT Civil and Administrative Tribunal. Test Australia has found no ACT guidance of its own on former drug laboratories in homes. Canberra meth figures are therefore compared with the Commonwealth Clandestine Drug Laboratory Remediation Guidelines of 2011, which say that some level of contamination is likely to be left behind at most former laboratory sites. We have also found no ACT rental standard on mould or damp in force. The rental standard that does apply covers ceiling insulation, and rental homes with ceiling insulation below R2 must be upgraded to at least R5. This is general information, not legal advice.

Frost, smoke and flood in the Canberra record
Canberra is cold and damp in winter. At the Bureau of Meteorology Canberra Airport Comparison station, the mean July minimum from 1939 to 2010 was -0.1 °C, and mean 9am relative humidity in June and July was 85%. Cold walls and humid air are a recipe for condensation, so a winter mould question in the capital usually starts with where the water comes from.
Fire has marked the city more than once. The ACT Government records that the January 2003 bushfires took four lives and destroyed 500 homes. In 2020 the Orroral Valley fire burned over 80% of Namadgi National Park. The ACT Chief Health Officer reported that bushfire smoke sat over the Territory without a break from 28 November 2019 to 28 January 2020. Water has its own record. The ACT Government lists two major 1% AEP floods, in Woden in 1971 and Lyneham in 2018. Sewage and floodwater questions go to Canberra bacteria testing.
Who books contamination testing in Canberra
Common requests include a lessor wanting a measured baseline between tenancies, a tenant who suspects a past occupant smoked or cooked drugs, a buyer who wants an answer before exchange, and an insurer or loss adjuster dealing with fire or water damage, and fleet managers or private buyers asking about vehicles. Some clients need a second measurement after someone else has cleaned.

Separate testing and laboratory analysis in the capital
Test Australia samples and reports. It has no cleaning or remediation business and takes no referral income, which is why we keep testing separate from remediation. A lessor, a tenant and an insurer would each receive the same figures from the same Canberra visit. Whether a tribunal, court or insurer relies on a report is a decision for them.

Field visits cover the nine districts recognised in ACT planning. Across the border, Queanbeyan-Palerang in NSW is attended by arrangement. If you only want a first indication on a house or car, a meth test kit can be posted to you. A kit is a presumptive screen at a 0.5 µg/100 cm² cut-off. From first email to signed Canberra report
- Send the address and your question. Use the contact page to give the Canberra address, its district, and the decision the results need to support.

Which contamination tests can I book in Canberra?
Six services are available in Canberra: methylamphetamine residue, other drug residues, mould, bacteria after sewage or water entry, fire and smoke residue, and meth in vehicles. Does the ACT set its own rules for meth residue or mould in rentals?
Test Australia has found neither. ACT rentals must be fit for habitation and reasonably clean at the start of a tenancy under the standard tenancy terms, and meth results are read against the 2011 national guidelines. Why does it matter that a Canberra testing firm does no cleaning?
When one business both tests and cleans, a high result can lead to more paid work for it. Test Australia has no cleaning or remediation arm and takes no referral fees, so the figures in a Canberra report carry no commercial pull either way. Can a Canberra home be assessed for bushfire smoke rather than flame damage?
Yes. Smoke covered the ACT continuously from 28 November 2019 to 28 January 2020, and a home could take in smoke without any flame contact. Sampling shows whether soot or other combustion residue is present on indoor surfaces and contents. The scope and the comparison criterion are agreed before the visit.
