Fire Damage Assessment in Melbourne
Fire damage assessment in Melbourne for owners, renters, rental providers and insurers after a house fire, a fire next door or a bushfire smoke event. We sample soot, ash and combustion residues and report each result against a named criterion.
Fire services in Melbourne and the residue question afterwards
Under Victoria's fire services reform, Fire Rescue Victoria was established on 1 July 2020 to serve metropolitan Melbourne and major regional centres. The CFA is the state's community-based volunteer firefighting service.
Once a fire is out and the property is handed back, a different question arises. What has the smoke left on walls, ceilings, ducts and contents in rooms the flames never reached? A residue assessment measures that and records it independently of the parties who will decide on repairs or a claim.
Victorian bushfire history and smoke particles
The State Library of Victoria records that 173 people died in the February 2009 Black Saturday bushfires. All are named in the Royal Commission final report, released on 31 July 2010. The Inspector-General for Emergency Management reports that more than 1.5 million hectares of Victoria burnt between November 2019 and February 2020. Five people died, and 313 primary and 145 non-primary residences were destroyed or damaged.
EPA Victoria lists smoke from fires as a common source of PM2.5, particles small enough to be breathed deep into the lungs.
Smoke can also leave residue indoors well away from the fire itself. The bushfire season guide covers testing after a smoke event.
Smoke spread through Melbourne terraces and houses
Terraced houses share walls and roof lines with their neighbours, and apartments share corridors, risers and services. Common requests include owners of the house next to a fire, apartment owners after a fire elsewhere in the building, and households where ducted heating or ventilation ran while smoke was present.
Residue in these situations can be uneven and hard to see. Sampling covers the rooms agreed in the scope, and the report records where residue was found. Where combustion by-products are a concern, the scope can include PAH testing after a fire.
Melbourne fire reports for insurers and renters
Owners, insurers, renters and rental providers can each commission the work, and the report is the same whoever pays. It does not list items to throw out or say how to clean. Those decisions sit with the owner, insurer and anyone engaged to do the work. The fire damage insurance claims guide and the contents salvage guide explain how measured results feed into those choices.
Whether a tribunal, court or insurer relies on a report is a decision for them. Test Australia does not manage claims or take referral income, as set out in why we do not remediate.
Reaching the Yarra Ranges, the peninsula and Geelong
Victoria's planning framework places the Yarra Ranges in metropolitan Melbourne's Eastern region and the Mornington Peninsula in its Southern region, two of 6 regions covering 32 local government areas. Fire-affected homes across all of them can be booked. Geelong, counted separately from Greater Melbourne, is visited by arrangement.
If you can, leave affected rooms as they are until sampling, avoid running heating or air conditioning, and keep a list of anything already removed. That keeps the record closer to the condition the fire left.
What a Melbourne fire damage assessment covers
A suitably qualified occupational hygienist (see credentials) samples soot, char, ash and other combustion residues relevant to your question. Analysis is done by an independent laboratory. Our report names the laboratory and states any accreditation that applies, and our methodology explains sample handling. Test Australia itself is not NATA-accredited. Each result is compared with a named criterion, and the report explains how follow-up sampling after work by others would be compared.
The national fire damage page and the fire contamination assessment guide explain the approach. For other jobs we take on, see types of assessment work.
Steps in a Melbourne fire residue assessment
- Share the fire details. Through the contact page, tell us the Melbourne address, when the fire happened, where it started and who else is involved, such as an insurer.
- Written fee proposal. The proposal lists the rooms and residues in scope, any PAH work and the dates available.
- Residue sampling. The hygienist samples the agreed surfaces, photographs each location and records chain of custody.
- Laboratory analysis. An independent laboratory analyses the samples for the residues agreed in the scope.
- Signed fire residue report. Results are set against named criteria, with limitations stated. Reports are available within 5 business days of the laboratory results being received.
Fire damage questions from Melbourne and Victoria
Who arranges smoke residue testing after a Melbourne house fire?
Fire Rescue Victoria, set up on 1 July 2020, serves metropolitan Melbourne and major regional centres, as the Victorian Government's fire services reform page explains. A residue assessment is a separate, independent measurement of what smoke left behind, commissioned by the owner, renter, rental provider or insurer.
Can bushfire smoke leave residue in a Melbourne home that did not burn?
EPA Victoria lists smoke from fires as a common source of PM2.5, fine particles that can be breathed deep into the lungs. Particles carried in smoke can settle indoors. Sampling shows what is present on surfaces in your home rather than relying on smell or appearance.
Should I clean before a fire assessment in Melbourne?
Where you can, leave affected rooms untouched until sampling, avoid running heating or air conditioning, and keep a list of anything removed. Cleaning first changes what the samples can show. If urgent work has already happened, tell us, and the report will record it as a limitation.
Can my Melbourne fire residue report go to my insurer?
Yes, you can give it to your insurer, and an insurer can also commission the work directly. The report is the same whoever pays. Whether a tribunal, court or insurer relies on a report is a decision for them. Test Australia does not manage claims.
Do you assess fire-affected homes in the Yarra Ranges?
Yes. The Yarra Ranges falls within metropolitan Melbourne's Eastern region under Victoria's planning framework, and homes there can be booked like any other Melbourne address. The Mornington Peninsula is covered too. Geelong and other regional areas are visited by arrangement.
Will a Melbourne fire report say which belongings to throw out?
No. The report gives measured results against named criteria, not a list of items to discard or a cleaning plan. Decisions on salvage and replacement sit with the owner, insurer and anyone engaged to do the work. Measured results simply give those decisions a firmer basis.
Is PAH testing available after a house fire in Melbourne?
Yes. Polycyclic aromatic hydrocarbons are combustion by-products, and they can be added to the scope after a Melbourne house or apartment fire. The fee proposal states which residues will be analysed. For each test, the Melbourne report names the laboratory and states any accreditation that applies.
When will the fire residue report for my Melbourne home be ready?
Reports are available within 5 business days of the laboratory results being received. Laboratory timing depends on the residues in scope, so the fee proposal sets out what to expect. If a claim or rental deadline applies to your Melbourne property, mention it when you enquire.
